There are a number of Pali courses anyone can take online to learn Pali and most are completely free of charge. It is not required to learn Pali to be a Buddhist, Theravada Buddhist, or even to attain enlightenment. Nevertheless, many Theravada Buddhists choose to learn some Pali to get a better grasp of the original meanings in the Suttas and other writings of the Tipitaka.
